The Right to Immigrate (Immigration Law)

The Principle.

In principle, any foreigner needs a permit to work in Germany.
For citizens of the European Union (EU) and their family members, and citizens of the Euro-pean Economic Area (Iceland, Liechtenstein, Norway) and Switzerland, however, this re-striction does not apply.
Citizens of all other countries (third countries), need a residence permit. This is issued by the immigration authorities of the intended state of residence.
